Visa for persons with disabilities in Colombia: requirements and procedures according to Resolution 5477

Regarding persons with disabilities, Resolution 5477 brings some general requirements that also apply to minors to apply for a visa:

1. Provide a document that accredits the name of the minor’s parents or the persons who hold parental authority, guardianship or conservatorship, such as the minor’s birth certificate, civil registry, judicial sentence that assigns parental authority or guardianship or conservatorship, act of family authority, among others. Except for the exceptions expressly contemplated in Resolution 5477 of 2022, all documents created or issued abroad must have an apostille or legalization, depending on the issuing or certifying authority, and an official translation into Spanish when it is not in this language.
2. Provide a written request for a visa from both parents or persons holding parental authority or guardianship or conservatorship, which also fully identifies who will be in charge, in the national territory, of the personal care of the minor or person with disabilities to act by himself/herself.
3. When the person who will be in charge, in the national territory, of the personal care of the minor or person with disabilities is not the father or mother or, in any case, does not have parental authority, guardianship or curatorship, he/she must also provide a written communication from this person accepting such responsibility.

In line with public policies on Digital Government and streamlining of procedures, the study, processing and issuance of visas will be carried out entirely virtually, with additional compliance with other specific requirements of the activity to be carried out in the national territory.

Regarding this issue, it is important to mention that people with disabilities are beneficiaries of the beneficiary visa under the assumption that their disability is duly qualified and that this is an impediment to economic independence. For this one the specific requirements are:

1. Copy of the valid visa of the main holder of which you wish to be the beneficiary.
2. Copy of the act or civil registry certifying kinship, marital or family relationship with the principal holder, with the formalities provided, as in all cases, for foreign documents.
3. Written communication from the principal holder requesting the beneficiary’s visa and declaring the dependency and economic responsibility for the expenses inherent to the travel and/or stay of the beneficiary in the national territory, including health coverage services.
4. The principal holder must demonstrate by means of averages in bank statements of the last 6 months, or labor certification, that he/she has sufficient income to assume the economic responsibility for his/her beneficiaries.

This visa does not allow work and its validity is subject to that of the holder.
